Cosmetic Product Registration & Market Entry — UAE
Dubai Municipality’s Montaji system reviews ingredients closely — a restricted ingredient found after submission costs you the whole cycle. We coordinate the equivalent registration process across the wider GCC and African markets too.
Assess & Position → Register & Structure → Build & Activate → Monitor & Report
Assess & Position
- Local market assessment
- Portfolio and product positioning
Register & Structure
- Dubai Municipality (Montaji) registration coordination
- Distributor mapping
- Compliance support
Build & Activate
- Retail and salon channel development
- Beauty e-commerce listing
- Influencer and PR engagement strategy
Monitor & Report
- Price and market activity monitoring
- Reporting and market feedback
Finalise packaging and formulation, then discover during Montaji review that an ingredient is restricted — forcing a reformulation.
We flag restricted ingredients before submission, so packaging and formulation are already compliant when the notification goes in.
Cosmetic registration, answered directly
Who can register a cosmetic product in Dubai?
A company holding a valid UAE trade license with the correct trading activity — typically the brand owner’s own licensed UAE entity, or a local distributor or agent registering on the brand’s behalf.
Can a cosmetic product make therapeutic claims in UAE?
No. A product registered as a cosmetic through Montaji cannot carry therapeutic or medical claims — making one reclassifies the product as a pharmaceutical or medical item, requiring a completely different, stricter regulatory pathway.
Can a foreign company register a cosmetic product in UAE?
Yes, but only through a UAE-licensed entity — either its own licensed presence, or a local distributor or agent registering on the brand’s behalf.
